Does Japan Have PO Boxes? What Overseas Property Owners Can Actually Use

October 14, 20269 min read

Key Takeaways

  • Japan does have post office boxes (私書箱), but they are granted on application rather than rented over the counter, and the holder has to collect the mail in person. For somebody living abroad that last point alone rules them out.
  • A box number is not an address. Japan's property registration asks overseas owners for a domestic contact (国内連絡先), and municipalities send tax notices to a tax representative (納税管理人) — neither role can be filled by a box you never open.
  • People searching for a Japanese PO box usually want one of four different things, and only one of them is actually about a box.
  • Rural virtual address services exist because the problem is worst outside the cities: an akiya or a second home in a rural municipality still generates paper post, and there is nobody nearby to collect it.
  • The service does not have to be near your property. Japan Post redirects mail to any address in Japan, so a provider in one prefecture can receive post for a house in another.

If you own property in Japan and live somewhere else, you will eventually search for a Japanese PO box. The post keeps arriving at a house nobody is in, and a box at the post office sounds like the obvious answer.

Japan does have post office boxes. They will almost certainly not solve your problem, and the reason is worth understanding before you spend time on it.

At a glance

QuestionShort answer
Does Japan have PO boxes?Yes — 私書箱, at the post office.
Can I just rent one?No. They are granted on application, subject to conditions.
Can I get one from abroad? In practice no, and it would not help if you could.
Why not?Somebody has to go to the post office and empty it.
Can I use a box as my address on the property register? No. That has to be a domestic contact (国内連絡先).
Will the box receive my property tax notice? Not usefully. Tax notices go to a tax representative (納税管理人).
So what do people actually use?A mail service with a real street address and a person behind it.

What a Japanese post office box actually is

The Japanese post office box is called a 私書箱 (shisho-bako). It is a physical box at a specific post office, and mail addressed to it is held there for the holder to collect.

Two things about it surprise people used to PO boxes elsewhere:

  • It is applied for, not rented. You submit an application to the post office and it is granted or refused. The conditions are aimed at people and businesses receiving mail regularly and in quantity, not at an individual who wants somewhere to park occasional post. Availability and handling differ between post offices, so the answer for one branch is not the answer for another — ask the post office that serves your area.
  • Nobody delivers from it. A 私書箱 is a pickup point. The box fills up and stays full until somebody walks in and empties it.

That second point is the one that matters. Every other objection is secondary to it: if you live in Sydney or Los Angeles, a box in a Japanese post office is a place your post goes to stop moving.

There are also private mailbox services in Japan, sometimes described as 私設私書箱. These are ordinary commercial services rather than a Japan Post product, and they vary enormously — which is where the rest of this article comes in.

The four different things people mean

Search terms like "PO box Japan" cover four genuinely different problems. Only the first is about a box.

What you actually wantWhat solves it
Somewhere for post to arrive and be readA mail service that receives, scans and translates
An address to put on the property registerA domestic contact (国内連絡先)
Somewhere property tax notices can be paid fromA tax representative (納税管理人)
Your Japanese post sent on to you abroadInternational forwarding, item by item

A single provider can cover all four, but they are separate obligations and a box number covers none of them.

The address on the property register

Since April 2024, an owner who lives outside Japan has to record a domestic contact (国内連絡先) when ownership is registered. This is a real contact in Japan, named on the register — not a box, and not a forwarding instruction. Our guide to the domestic contact rule covers who can act as one.

The tax notices

Fixed asset tax notices are posted on paper, in Japanese, to an address in Japan, usually between April and June, with payment slips attached. If they arrive somewhere nobody opens, the tax goes unpaid and late charges accrue against the registered owner. The role Japan designed for this is the tax representative (納税管理人) — see how to appoint one.

Who uses rural virtual address services in Japan?

This is the question behind most of the searching, and the answer is specific: people who own something outside the big cities and are not there.

In Tokyo or Osaka, an owner usually has options — an agent, a management company, a friend, a serviced office. The further out the property is, the fewer of those exist. Meanwhile the post does not reduce in proportion:

  • Fixed asset tax notices every spring
  • Utility bills and meter-reading slips, even on a nearly empty house
  • Municipal circulars, including vacant-house correspondence
  • Insurance renewals
  • Neighbourhood association papers, which in rural areas are often how you hear about anything

So the typical user of a rural virtual address service is one of these:

  • Akiya buyers. Someone who bought a cheap house in a rural municipality from abroad and has no contact there at all.
  • Second home and holiday home owners. The house is used a few weeks a year, and the post accumulates for the other forty-eight. See how we handle a second home.
  • Inheritors. Somebody who inherited a family house in the countryside, lives overseas, and now receives its post.
  • Future returnees. People who bought ahead of a move and need the property to stay compliant until they arrive.

The service does not have to be near the property

This is the part that saves people a lot of pointless searching. Japan Post will redirect mail to any address in Japan, so a provider does not need an office near your house. A service in Saitama can receive the post for a house in Hokkaido or Kyushu without anything being slower or more expensive.

What does need to be local is physical work at the property — an inspection, a contractor, a gas technician — and that is arranged with a company near the house when it is needed, not held permanently on retainer.

The practical consequence: do not search for a mail service in your property's prefecture. Search for one that handles property post for non-residents, wherever it is.

What to check before signing up for any Japanese virtual address

Services marketed as virtual addresses in Japan are mostly built for companies wanting a business address, not for property owners. Before you commit, check these:

CheckWhy it matters
Will they act as your 納税管理人?Most will not. Without it, tax notices still have no destination.
Will they be named as 国内連絡先?Asked for at registration for overseas owners; many services decline.
Do they open and scan, or only hold?A scanned envelope tells you nothing. The deadline is inside.
Is anything translated?Everything arrives in Japanese, including the parts with dates on them.
Can they pay a bill for you? Most Japanese bills are paid at a counter or by transfer, not online.
What happens to a registered letter? Some need a seal or signature on receipt.
Is there a person who reads Japanese? An automated scan cannot tell you that a notice is urgent.

A mailbox that holds unopened Japanese envelopes for an owner who cannot read them has moved the problem, not solved it.

What about forwarding instead?

Japan Post's redirection service (転送届) is often suggested, and it has two limits that matter here: it runs for one year, and it does not forward internationally. It moves post from one Japanese address to another. Our article on how Japanese mail forwarding actually works goes through the detail, and four ways to receive Japanese mail from overseas compares the approaches by cost and risk.

Item-by-item international forwarding is possible and worth it for originals you genuinely need — a certificate, a card, a signed document. For everything else a scan arrives the same week rather than the following month.

So what should an overseas owner actually do?

  1. Stop looking for a box. The thing that works is an address with a person behind it.
  2. Appoint a tax representative (納税管理人) with the municipality where the property sits, so tax notices reach somebody who can pay them.
  3. Record a domestic contact (国内連絡先) with the property registration, which overseas owners have been asked for since April 2024.
  4. Use that same address for everything else — utilities, insurance, the management association — so the post stops arriving at an empty house.
  5. Keep international forwarding for originals, and read the rest as scans.

How Japan YES helps

We are the address in Japan. Post for your property comes to us wherever the property is, we open and scan it, we tell you in English what it says and what the deadline is, and we pay the bills from funds you send. We are registered as your tax representative (納税管理人) with your municipality and can be named as your domestic contact (国内連絡先).

Plans start at ¥66,000 a year, tax included, and the price is the same whether the house is in central Tokyo or a village in Tohoku. See the plans, or tell us about the property.

Post office box conditions and handling vary between post offices and can change; confirm the current position with the post office that serves your area. This article describes general practice and is not legal advice.

Frequently Asked Questions

Does Japan have PO boxes?

Yes. The Japanese post office box is called a 私書箱. It differs from a PO box in many other countries in two ways that matter: it is granted on application rather than rented over the counter, with conditions aimed at people and businesses receiving mail regularly and in quantity, and it is a collection point — somebody has to go to the post office and empty it. Conditions and handling vary between post offices, so confirm with the branch that serves your area.

Can I rent a PO box in Japan as a foreigner living abroad?

In practice no, and it would not solve the problem if you could. A 私書箱 holds mail until the holder collects it in person, so for an owner living outside Japan it is somewhere post goes to stop moving. What works instead is a service with a real street address and a person who opens, reads and acts on what arrives.

Who uses rural virtual address services in Japan?

Owners of property outside the big cities who are not in the country: akiya buyers who bought a cheap rural house from abroad and have no contact nearby, second home and holiday home owners whose house is used a few weeks a year, people who inherited a family house in the countryside, and buyers who purchased ahead of a planned move. In Tokyo or Osaka an owner usually has an agent or management company to fall back on; the further out the property is, the fewer of those exist, while the post keeps arriving.

Does a Japanese mail service have to be near my property?

No. Japan Post will redirect mail to any address in Japan, so a provider in one prefecture can receive post for a house in another without anything being slower or more expensive. What does need to be local is physical work at the property — an inspection, a contractor, a gas technician — and that is arranged near the house when it is needed.

Can I use a virtual address for my Japanese property registration?

Only if the provider will be named as your domestic contact (国内連絡先), which owners living outside Japan have been asked for at registration since April 2024. Many virtual address services are built for companies wanting a business address and decline this role, so ask before signing up. A box number cannot fill it.

Will a Japanese PO box receive my property tax notice?

Not usefully. Fixed asset tax notices are posted on paper, in Japanese, to an address in Japan, usually between April and June, with payment slips attached. If they sit in a box nobody opens, the tax goes unpaid and late charges accrue against the registered owner. Japan's answer to this is the tax representative (納税管理人), a person or company registered with your municipality to receive and pay those notices on your behalf.
